2.Is it possible to pass filters as URL parameters to PBI reports published in PBRS. How
3.PBRS licensing , if they have bought premium P1 (8 core),can they install PBRS in multiple on-premise servers. What is the licensing policy for this.

Yes, but default all users need to authenticate against AD. But since you mention premium in Q3 then one solution might be to publish reports you want to share externally on the premium capacity. There are technically ways to build custom authentication providers, but that involves custom coding and this feature was originally only designed to work with paginated reports, I'm not sure how it works with .pbix based reports. (you will find other questions on this forum about getting this to work, but I have not seen any definitive answers to any of these so I would hesitate to suggest considering this approach)

Yes, you can use the same url formats as the service (see https://docs.microsoft.com/en-us/power-bi/service-url-filters)
I tested this on a Jan 2020 instance and it worked there.

If they have bought 8 cores of premium they are only entitled to install onto 8 cores on prem. (so in theory you could do 2 x 4 core servers or some other combination that adds up to a total of 8 cores)
