How can i construct or change exsisting Visuals for Power Bi report server. Do I have to have premium package in order to have developer tools?

Power BI Report Server supports the rendering of reports that contain custom visuals, however if you are trying to develop custom visuals or make changes to the implementation of existing ones you have to use the open source dev tools here. The developer visual which allows you to interactively debug your visual development is only available in the Power BI service and not the on-prem server or desktop.

What do you mean "change exsisting Visuals for Power Bi report server"? Do you want to create custom visual by yourself? And what developer tools do you want?

I mean to create custom visuals. there are some features in visuals that i need to change. How can I manage that. As far as i know it is possible through devtools but it is available not for report server.? or is it?

By dev tools I think you must be talking about the Power BI Desktop app. This is a free download that runs under windows, its not browser based.
Using this you can open the PBIX file and work on the data model and visuals, adding deleting or amending the visuals as you feel fit.
There is a specific versionof the Desktop App for reports that are to be published to the PBI Report Server (On-Prem) so make sure you get the right version from the downloads page.
