Why can I not upload Power BI Report Builder report in Power BI Service?

I am trying to upload an rdl document on Power BI Report Builder but I keep getting the following message:

I have a Premium Per User lincense. Any ideas as to why this isn't working?.

I realised that the workspace settings had to be changed so that it appears as 'premium per user' (small diamond icon appears).
