During a project risk assessment, someone raised the possibility that publishing PowerBI reports on the PBIRS could stop in July 2021! I doubted that, but would appreciate any help refuting this rumour before it becomes an alternative fact.

That might have been in reference to the support lifecycle. Each version is supported for at most 1 year, at which point you need to upgrade your server a newer version. So if you are running with May 2020 version, you would be out of support in May 2021. But as long as you upgrade your server to a newest version you are within support, you can check the details in the page below

In the PBIRS october 2020 announcement it says that support will end January 2022.

"The January 2021 release of Power BI Desktop Optimized for Report Server will be supported as per the Modern Lifecycle Policy i.e. supported until the next release (currently scheduled for May 2021), after which it will only receive security updates until January 2022, after which support will stop."

I might have misinterpreted the blog-post from oct-2020 version. Is it just a reference to the standard support lifecycle?
Will 'Power BI Report Server' continue to get updates after jan-2022? Or will the product stopped beening support per jan-2022?

Yes, the plan is to still release new versions of Power BI Report Server 3 times a year in January, May and September of each year. Each release receives hotfix updates for up to an year.
