Does something need to be configured on the Report Server in order for a Report Server data source to access a website (with no api key)
The Test Connection doesn't work and hence the Schedule Refresh isn't possible.

You said "Test Connection" doesn't work, do you mean it failed to connect to Web source? Does the website need a credential to authenticate? If so, please make sure the account and password you entered are correct and still valid. What the error message did you see when "Test Connection"?
Could you refresh data source successfully in desktop? Also, to enable schedule refresh, please make sure your SQL Server Agent is running.

the web source has no api key and the only credential it should need to connect is to be a valid Active Directory user on our network.
The account and password I have tried are valid and the web source can be reached via a browser on the server where Power BI Report Server is hosted
The error message is as follows (tried with all 3 authentication types)
Couldn't connect
The report server couldn't connect to the data source using the information you entered. Make sure you've entered the connection string and any credentials correctly.
Unable to connect to the remote server
The data can be refreshed successfully in the desktop application
We have SQL Server Agent running on the Power BI Server and it has been configured to successfully refresh SQL Server database table data sources.
