Hi,
I'm a bit confused, what are the differences between the two options of uploading reports on a server ?
1) Using the "upload" button directely in the webportal, and upload a .pbix file.
2) Use Power BI Desktop for RS with an user account that has credential for the server, and "save as" ?
Is possible to upload the dataset as well with option 1 ?

There is no real difference, they both upload the pbix file to the server it's just that one is done through the browser and the other through Power BI Desktop.

The dataset is included when you upload a pbix file. However unlike the Power BI cloud service there is no way in report server to connect other reports or tools to the dataset behind a report. If you want to create a dataset that can be shared across multiple reports in an on-prem environment you need to create those datasets in SQL Server Analysis Services (SSAS)
