Unable to subscribe a Pro user to a report

Upon trying to create report's subscription to a Pro User on our AD, the email address is flagged with the error 

You cannot subscribe free users or groups from a Non Premium workspace

The user is definately a Pro User and their Free User license switch is disabled. We've sucessfully done this for 30+ Pro Users for various reports until now.

Microsoft Support solved the problem (Ticket #:15378764)

Once the user’s PC logged into app.powerbi.com, the subscription attempt from the report was successful.

Note: the user said that he had been using Power BI via the mobile app, but not from his PC. Guessing it made a difference.
