To give context we run a Widows 2016 R2 Server with SSAS Tabular along with report server for publishing content[internally] to an IIS broadcast. I have built a power bi model and can render its dashboard via the collective adminstrators on the box, however any person under "user" does not have the rights to look at the content.

They can get into the report server folder, and access the specific dashboard, but then are confroned with the lack of loading each dashboard.

I tried to put these users (from global list) into the admin or content manager account, without any success.

What would cause this issue for users that are not part of the admin we put on the box, both with SQL Management or SSAS security protocols?

Thanks

Try editing the report data source and storing the user/pass credentials for a user and then viewing it. If you can successfully view it, then you might be hitting the windows double-hop issues unless you configured Kerberos with Constrained Delegation between your report server and SSAS. You can also look at the server log files for more diagnostic information.
