After extensive searching, it looks like the current release of PBIRS (October 2017) is not able to refresh data on reports that I'm creating in PowerBI Desktop that are connecting to SharePoint Lists in our new SharePoint Online installation. I eventually found this: https://docs.microsoft.com/en-us/power-bi/report-server/data-sources and this: https://docs.microsoft.com/en-us/sql/reporting-services/report-data/sharepoint-list-connection-type-... that make it pretty clear that my problem is around the SharePoint Online authentication methods vs. those available in PBIRS.
Do we have any idea when and/or if the MS PBIRS team is looking to remedy this?
As it stands, the only way I can refresh is by opening a report in desktop, refreshing and re-saving. That really doesn't cut it.

Not entirely sure, but I would expect a new version of the Report Server to be coming out relatively soon.
