I'm currently facing the exactly same problem as per described in this post: https://community.powerbi.com/t5/Report-Server/Refreshed-Data-Sets-not-staying-Refreshed/td-p/301091
That the dataset within a report was successfuly refreshed, but revert back to the originally uploaded one, after finishing the scheduled refresh.
I noticed that @jeggert said configuring "ModelExpirationMinutes" as described in this link suggested by the microsoft guy, but I cannot find the configuration in SSMS or anywhere. Could you please elaborate on how to configure this, or is there any restriction to the data source that can have this configuration?
P.S. most of my reports use a SQL Server (on-prem) tables and views as data sources.

Connect to your server via SSMS - Server Type: Reporting Services, Server Name: http://YourReportServer/ReportServer.
You'll find all configuration settings in Server Properties, Advanced page.
