PowerBI Report Server without Premium

We're new to Power BI and we've started creating some reports that we'd like to share with non-Pro users for one-time use so they can adjust slicers and filters without having to go to an analyst for each tweak they want. We don't have enough of a need in our environment for the $5000/month Premium product, but we also don't feel like the $125 year Pro user license makes any sense for us to spend for a user to consume a single report.

I see that if we have software assurance, Power BI Report Server is included as part of SQL Server Enterprise Manager. Does that mean we could publish reports on-prem even without Premium and one-time users would not need Pro license to view one report?

Saying premium was likely an oversight but wanted to correct it just in case. A license to Power BI Report Server requires content creators to have Power BI Pro licenses, but all other users in your organization can view them without any additional charge.

Why is the way you're feeling relevant? Look at total cost of ownership and compare. If you're worried that departments won't use them because of the cost, add some Power BI Pro license costs to your project budget and reserve them for these users.

I have a similar scenario, actually I have my Power BI Report Server licensed through SQL Server Enterprise with SA and 2 Power BI PRO licenses for developers, according to this there will be no need to get any more Power BI PRO licences for my end users when consumig the reports via report server, right? There is a chance that some end users will consume reports through an iframe in Dynamics CRM (on prem) , will this still work the same? or in this scenario I will need to consider additional Power BI PRO licenses for those end user who'll consume reports through CRM? Thanks for pointing out the typo. You are right that I meant to say without Premium and I've corrected it. 

Feeling is not relevant and I shouldn't have used that word. I should have said that we would like to avoid the cost if there is a technical solution that would allow us to. I am trying to look at the total cost of ownership. In order to do so, I'm asking these questions. 

My main question is whether non-Pro users could view reports on Report Server. It sounds like they can.
