Actually Portal works, sort of. I get this:
I am running it on my developer laptop, and I am an admin.
When I was installing it I selected Developer version.
portal is not running either
I was wrong.

Well, it has been a while since I really was into Report Server really heavily but I thought that it created some security groups or there was some way of defining who had access to the server as admins versus users. @Markzolotoy Use a different account? Looks like a clear permissions issue. Do you have the service account for the report server?
