Power BI pro license for On premises users without allowed internet connection

Hi,

 I'm a beginner with Power BI and I need your help.

Case

We will deploy Power BI Report Server on premises and Power BI Desktop. 

We will use SQL Enterprise with SA for PIRS licence.

We will acquire Power BI PRO licenses for users who need to publish reports made with Power BI Desktop.

My Question:

PBI PRO licences can only be get from cloud, so how can I give license to users if they cannot connect to Internet, because we are in an isolated environment.

Hi @philgood031 ,

yes they will be able to work together if you assign them to the Publisher Role - Content Manager should be only given to people which are permitted to assign people into the report server or to change other things.

Hi @philgood031 ,

you only need to buy them, you can't assign this to specific user. Every Content Manager and Publisher need one and it is a base of trust in this area. You can also buy one Pro Licence and use only one technical user to upload reports. 🙂

I don't understand something.

I need approximatively 20 licenses because publishers will work together.

If I don't be able to assign license to user, will they be able to work together (sharing their work) and to publish they own work?
