Power BI Report Server Sharing with Non Power BI Users or Free Users

A report is published to Power BI Report Server with Pro license. The organisation has SQL Enterprise Edition SA and thus Power BI Report Server option. Can non Power BI users or free users can view and interact with this report?

Absolutely! As long as it is SQL Server Enterprise Edition with software assurance, users without a Power BI pro license can access and interact with reports.
