Power BI Report Server On Premise - Pre Requisites

Hi,

As per what I see in the Pre Requisites of Power BI Report Server in the link https://docs.microsoft.com/en-us/power-bi/report-server/system-requirements, I am seeing that it is mandatory to have SQL Server DB Engine for hosting the Report Server Databases. Can someone confirm on this? If so, which DB Licensing is required (Standard/Enterprise)?
The point is when SQL Server license gives MS BI also along with it, why is Power BI Report Server made as a separate offering and give SQL Server DB Engine as a pre-requisite for installing the Power BI Report Server? I dont see any license offering with SQL Server DB Engine as standalone.

Please help correct my understanding if that is not the case?

Just like SSRS, Power BI Report Server also uses two SQL Server DBs to store report server object metadata. Therefore, there should be a SQL server enterprise instance installed locally or remotely.

Then, Power BI Report Server is available through two different licenses: Power BI Premium and SQL Server Enterprise Edition with Software Assurance.

My SQL Server is SQL Server 2019 Developer, a full-featured free edition, licensed for use as a development and test database in a non-production environment. And the product key for Power BI Report Server is get from Power BI Premium subscription (P SKUs).
