To get around the issue we installed 2 version of SSRS one with power bi upgrade and other as SSRS for Sql 2016. All the RDL go through SSRS for Sql 2016 and EURO sign is shown correctly in the report.

The issue exists in power bi version of report server and microsoft needs to fix it.
