Power BI Desktop doesn't respond to WWW-Authenticate: Negotiate

I am on a computer that is not domain joined, I'm accessing my report server on a url https://reportserver.domain.com/reports.  I'm able to access the server through the browser, I'm able to connect to the server using Report Builder from SSRS, but I'm unable to access the server using Power BI Desktop (October 2017).   

When I try and connect, I get "Server is not reachable" inside of Power BI Desktop.  If I do a fiddler trace on the network trafic, a 401 response is being issued from the report server with WWW-Authenticate: Negotiate as a header.  Report Builder for SSRS works fine with this and prompts for a username / password.  Power BI Desktop doesn't but needs to.

Did the Power BI Desktop (October 2017) installed on the same machine as report builder? Please check detail error message around the time error occurs in log files (C:\Program Files\Microsoft Power BI Report Server\PBIRS\LogFiles).

Power BI Desktop and Report builder are on the same machine.  I deleted all the logs, restarted the service, then tried to access the server, no error messages were entered in any of the logs on the report server, just on the client.
