Manage Parameters as Filters in Power BI Web

Is it possible to use parameters created under Manage Parameters as filters so that users can select the filters and refresh data?

And can we change parameter values in Power BI Web? If so, where to change?

There is no preview features in the Desktop for RS version, what about using What if parameter. Use what-if parameters to visualize variables - Power BI | Microsoft Docs

Parameters defined in Power Query are not available for your users to change. but you can use the Dynamic Parameter option for direct queries. please check. https://docs.microsoft.com/en-us/power-bi/connect-data/desktop-dynamic-m-query-parameters

I do not see Dynamic MQuery Parameters in Preview Features section. Any global setting restricting this feature?
