Cannot edit a direct query source in Power BI Report server it is greyed out. Is this a bug or am I missing something?

Changing the source can be done by editing the Power Query Source step.
Once you change it there you will see it updated on the DataSource tab on the server.

I know about the Query editor. But can I not change the data source on the server just like you can for SSRS reports?
Then how are we supposed to migrate from Dev to Production? ... are we expected to open the report file in Power BI Desktop and edit in the file ... it would be so much simpler if we could just do it on the web portal.

How are you trying to edit it, can you supply the steps?
On web portal by going to report ... clicking on the ellipsis (...) on top right hand corner ... going to "Manage" and then on left hand menu selecting "Data Source". Neither the server name nor the database name is editable, as seen in below screenshot.
