How to build report with each row as a measure and columns as dimension in Report Builder

I am new to PBI Report builder and I am trying to build a report where tables are set up in a way that each row is a measure and the columns slice each measure by a dimension, for example each column would be a different year. Is it possible to build this in PBI report builder? How is it accomplished?

Try to achieve it with Matrix table

- If you are using power bi, create a matrix visual. Under format goto "Values" and you will see the option "Show on rows" , it is off by default, make it "on" and your measures will appear in rows , and put your year in "Columns" to get your desired results.
