Are there ways to embed PBIRS reports on a web, so that anyone can view the reports?

For this you would need to enable web access to your PBI Report Server using its Web Portal URL which is configured in COnfiguration Manager. However this does need ports and Firewall changes which is similar to the way SSRS portals were enabled for web access . Please refer to this link for all you would need to take care of.

The other way is to embed the PBIRS pbix in a portal like SHarepoint online :

This is no supported with pbirs, because report server is a on-premiese server you can not just share content from onpremiese to any one online.
However, if you just want to publish the report to website, instead of saving it to Power BI Report Server, you can just publish the desktop report to Power BI Service and then publish to web using power bi service.
