We have some excel works books that are uploaded on pbirs.
Can I make them open and refresh their data somehow?
if not can I programatically upload (replace) them from a powershell script or similair with my excel sheets that have refreshed data?
Our users wants to find both their excel sheets and their PowerBi reports in the same place and with updated data.

This is possible.
Please open the Excel workbook in question and go to the Connection Properties.
In my Excel version 2016 it is located here:
Data tab --> Connections --> Properties.
In the Connection Properties dialog box, you can select a few options under "Refresh Control"
Choose "Refresh data on opening file" and OK. Then save the workbook and upload it to Power BI Report Server.
This should refresh the stale data when opening the uploaded file.
The problem in question is that the users most likely don't have access to the data in question.
But I will ask the team if they can make it so that the user have the needed access.
