Do we need PowerBI Premium to view PowerBI reports

We have PowerBI Reporting Server license from Microsoft SQL Server Enterprise license agreement with SA. Lets say we have 10 PowerBI Pro licenses for developing and deploying it to the OnPremis PowerBI reporting server. We have around 20-30 users that actively views and interacts the publised reports on OnPremis PowerBI Reporting Server. Do we need to purchase PowerBI Premium license for this purpose?

Power BI Report Server isn’t tied to SQL Server 2017. If you have SQL Server Enterprise per-core licenses and active Software Assurance, then whether you originally purchased them for SQL Server 2014/2016/2017/etc., you can use them to run Power BI Report Server.

You’ll need Power BI Pro licenses for your “publisher” users (but not for “reader” users). 

For the power BI Report server lincensing required either Enterprise core license with SA or Power BI premium eithe one is enough. whereas “reader” users who merely/regularly view reports don’t need any per-user licenses.”
