Disabling download of pbix files

Is it possible to disable the ability to download reports (pbix files) from Power BI Report Server?

I've already disabled exporting data from visuals (by setting EnablePowerBIReportExportData = False) but it has nothing to do with downloading reports.

We are using Power BI Report Server in the cloud without Power BI Premium (through Software Assurance).

Are you sure this disables downloading of pbix files?

From what I can see, it simply removes the download button in the top-right corner -- the one that leads you to Power BI Desktop, etc.
