Usually with correlation errors you need to open a support ticket. If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".

However, in this case, it looks like you are using an R method hclust and it looks like it is complaining that the standard deviation is 0, which it doesn't seem to like.
