'An error has occurred' message when deleting

We did a clean install of October 2017 release of Power BI Report Server (Version 1.1.6582.41691). The install went smoothly and we configured the server and the database. After the install we noticed something strange. The users could create folders and reports but were unable to delete the reports or the folders they had created. Although they had System Administrator + Content Manager roles. Everytime they try to do delete an object, a generic error message pops up, saying:

 

An errorr has occurred.

Something went wrong. Please try again later.

 

Another strange thing is that the users with System Administrator role cannot add new users to the site. When they try to add a new user to the site, same error message pops up.

 

Only the BUILTIN\Administrators are able to delete or add a new user to the site.

 

Has anyone seen this before? Any solution?
