Can Power BI serve as an oData provider. ie an external service uses oData to connect to Power BI and render the Power BI data table within the external service?

I haven’t found any official articles stating that Power BI can server a OData provider with which you can connect to using OData.
One method I can think is to utilize Power BI Developer API, with Power BI API, you can pull reports directly into your application, for more details, please take a look at here.
Another option is to export data from Power BI reports to Excel, and import data from Excel to your external service if the service can consume it.

I know it has been, well, a long time since your post, @ccpict, but my company has created a product for the Azure Marketplace that provides a full oData-compatible API around a data source. The API also includes many, if not most, of the extensions to oData.
The API itself doesn't require Power BI, but Power BI can certainly consume it--even using DirectQuery.
