is there a way to connect mainframe file (either csv or something) through power BI directly? 

if so how? 

handle any copy books similar to informatica or so.. ?

There is no  built-in connetcor for mainframe file in Power BI Desktop. You can use online tools to convert the mainframe file to csv , and then use CSV connector in Power BI Desktop to connect to the data source.
