does Power BI – Zendesk integration work for any zendesk’s license?

Do you use Zendesk content pack in Power BI Service? If so, as stated in the official article, as long as you have a Zendesk Administrator account(no matter which Zendesk license you have) , you are able to access the Zendesk content pack. If you're an agent or an end user and are interested in viewing your Zendesk data, you can use Power BI Desktop to connect to Zendesk.

I have recently managed to get it working and it works really well, but only on my spoke Zendesk account.
Our scenario is that we have 1 central HUB Zendesk account which is fed by 6 SPOKE Zendesk accounts. If anyone at MS is unfamiliar with the concept you will find info on Zendesk's knowledgebase. It's a common setup for large businesses with different divisions.
Anyway.. for some reason I am unable to get the dataset to refresh for the Hub account. Spoke accounts work great though.
I can't actually use the SPoke accounts because the agents dont actually use them either. These are simply used to gather data and pipe to the Hub where they are assigned out.
Hope this makes sense? It could be that our account is just too massive and PowerBI can't deal with it?
