Source References other queries or steps, so it may not directly access a data

Refresh runs file from power bi, but when I try to refresh thru app.powerbi.com (Scheduled or immediate), the refresh fails: Source references other queries or steps, so it may not directly access a data source. Please rebuild this data combination. 

1) I have set Privacy levels for all connections to None, 

2) I have File | Options | Privacy levels = Always ignore.

My querys.... 1st query get listing of project_numbers from 1 source (Denodo)

  I use Text.Combine results of 1sq query and use this in the where sql statement on different datasouce (Oracle).  All works file in Power BI, but not on the published source scheduled refresh.

Are there any screenshots of errors that failed to refresh?
