In your scenario, when did this error throws out? It would be better if you could share more information for our analysis.
If the error throws out when you connected to Google Analytics content pack in Power BI Service, please remove dataset and report as the error said, then connect again. If you multiple Google accounts, please use an incognito or an in-private browser window during connection to ensure the correct account is used.
If you created the report connects to Google Analytics in Power BI Desktop, then publish it to Power BI Service. And the error throws out at this time. Please also remove dataset and report as the error said. Try to publish report via Get Data-> Local Files in Power BI Service to connect to and upload a Power BI Desktop file.

So at the first, it wouldnt even get past the loading screen when I first added it. When I switched to incognito I got much further, but in the end it throws a could not connect to data source, and the details above are shown under the troubleshooting link

Can you tell us when did the error throws out? When you connected to Google Analytics content pack in Power BI Service, or created the report connects to Google Analytics in Power BI Desktop then publish to service?
Would you please share detail steps for us to reproduce the issue?

It throws the unable to import error after saying "importing"
