Layering 2 sets of postcodes ArcGIS POWERBI

I am trying to layer 2 sets of postcode (one set are stores, one set are schools) to show how many schools in the same area as stores.

I saw this  https://community.powerbi.com/t5/Desktop/ArcGIS-maps-with-multiple-data-sets/m-p/1170926#M528089

I have tried following it but can I not just put a custom label in the spreadsheet itself rather than trying to append in PowerBI?

Hi, @Whibley92 ;

Based on my understanding, it should be possible, can you create a simple test file, along with the results you want to output and the logic behind it?

It is better if you can share a simplified pbix file. You can refer the following link to upload the file to the community. Thank you.
