using this query
Text.Insert(Text.Insert(Text.Insert("https://vodafone.sharepoint.com/Sites/scp/PM/Lists/Proactive%20Placeholder/Attachments/ ",87,[ID.1]),88,"/"),89,[AttachmentFiles.FileName])
it works fine but when the link ID is changing to double digits the link stop working because of the characted position.
Is there a way to indicate something like if atachment id is one digit insert text here and is is double digit insert text here?

Perhaps you can try using if to determine the character length of [ID.1]'s. If it is 1, using your above formula, if it is 2, you can change 88 to 89, and 89 to 90.Such as:
if Text.Length([ID.1])=1 then
Text.Insert(Text.Insert(Text.Insert("https://vodafone.sharepoint.com/Sites/scp/PM/Lists/Proactive%20Placeholder/Attachments/ ",87,[ID.1]),88,"/"),89,[AttachmentFiles.FileName])
else
Text.Insert(Text.Insert(Text.Insert("https://vodafone.sharepoint.com/Sites/scp/PM/Lists/Proactive%20Placeholder/Attachments/ ",87,[ID.1]),89,"/"),90,[AttachmentFiles.FileName])
