In Power BI, Is it possible to pin a specific record (dimension attribute) all the time in a chart?

Not exactly certain what you are going for here, but you should be able to create a table or other visualization that you then filter that chart down to the specific record that you want. You could have that visualization on a report and pin it to a dashboard. If this is not what you are looking for, please clarify your request.
