The basic measure would be something like this:
_noofIncidentsResolved =
CALCULATE(
COUNTROWS(Table2),
Table2[Incidents] = "Resolved"
)
To calculate this by department, you will need to relate Table1 to Table2 on [Users], then put Table1[Department] and [_noofIncidentsResolved] into a visual together.
