At the current state (below), co-workers can't refresh data.
Data is from organization's network URLs, HTML tables.
I assume - PBI Service is trying to connect to organization's URLs but doesn't have credentials. But me, the publisher, and co-workers do have the credentials.
[ Intranet ] --- (data from URL) ---> [ PBI Desktop ] --- (publish) ---> [ PBI Service ] --- (share) ---> Co-workers
What are my solutions in this situation?
1. Publishing report to workspace and taking its dataset over on PC with gateaway (personal mode) installed.

As long as you are able to access the data source on the machine that installing gateway, you should be able to refresh dataset successfully in Power BI Service.

What is the error message do the co-workers get when they refresh data? Do you share the dashboard to co-workers? If so, the co-wokers should get updated data in dashboard once the dataset is refreshed and they don't need to set schedule refresh.

What are my options with on-premise data?
My data (from URL) is behind organization's network. I'm using PBI Service and Desktop.
Maybe I need Embedded or Report Server?
