Using the folder functionality, I can programmatically get the newest spreadsheet in a local folder. Is this same functionality available through a OneDrive for Business folder?
I've seen the Sharepoint Folder option, however it only allows the root URL.

Based on my research, there is no OOTB data source we can use to type the OneDrive for Business folder path. As you know, the SharePoint Folder data source can only be used for typing OneDrive root URL rather than folder path.
One workaround you can try is Set up your computer to sync your OneDrive for Business files in Office 365, then use Folder data source to get folder from OneDrive for Business.

I'm currently using that. However, I want to schedule a refresh, and that requires a Pro license and a connector. That's okay, but I'd like to avoid it if possible.

As you connect to the local folder data source, it requires gateway to enable refresh after publish to service which needs Pro license. See: Power BI Pro content - what is it?.
In your scenario, you can consider to try Power BI Pro 60 day trial. Or you can just connect to OneDrive online Excel use Web data source one by one rather than Folder, it doesn't require any gateway to refresh.
