I have to change Content Filtered Rows"{3} number every time when I add new excel workbook , how can fix this problem?

I think you need to always get the last file from the folder. Currently, it takes the 4th by default and you change each time you add a file right?
Go to the advanced editor and replace line number 5 with the following:
Content = List.Last(#"Filtered Rows"[Content]),

Seems like you want to extract the specific file from the folder in power query. The name of files are sorted alphabetically by default.
#"Filtered Rows"{3}[Content] would always get the 4th file from the table.
If you want to get your specific file all time, you can filter the file name directly instead of changing the number of your previous query.
= Table.SelectRows(#"Removed Other Columns", each ([Name] = "your selected file name"))
= #"Filtered Rows"{0}[Content]
