Do we need a certain license if I want to publish PowerBI report from a SharePoint list and have others view it in SharePoint?

To Publish you will need a Pro License

For the users to see the report:

• Each user will need a pro license, or
• You will need to host on the premium capcity, or
• You will need to host through Power BI embedded

The free license only allows you to create and use a report yourself.  No sharing or collaboration.
