Conditional Column not Showing all Columns in Table

I added a column in query editor (Concatenation of two other columns), now I want to add another conditional column using this concateated column but I can't find it on the list. Is there a rule where you can't add a conditional columns created in  M query?

You can refer to one conditional column in another but the new conditional column step in Applied steps should be after the one you are trying to use.

In my case Custom is a conditional column created in the previous step.
