Administrate on-site connections in new powerBi

Hi, 

I am new to PowerBi, and wondered how someone would setup a connection to a local sql server.  Would this have to be done by a pro user?

what happens if the pro user don't know how to do this?  Where is the admin function to be able to set this up for the organization so that a pro or free user can use this?
