PowerApps Portal and Licensing

Hello all,

We want to achieve that a single power portal (were people of different organizations loging in) can view reports and data by using the embedded power bi function of the power apps portal. Also changing the views/data based on current loged in user. But how does it work with the license. What's the best way to go and not spending to much money on licensing?

Is a single Power BI Premium enough? Or do we need 'Per capacity'?
