Multiple unlinked Tables Power Bi Integration

I have an app with data source from Power BI, however the visual requires that there are relationships between the tables - the tables have nothing to do with each other thus no relationship exists. Is there any way I can pass all data to the app using Power BI without there being a relationship ?

 

note* I am never using the tables together - they only need to live in the same App + able to filter with Power BI visuals.

 

If I force the relationship (rowid) I only get the records for where there are rowid's that match in each table
