We have a request that forced us to start looking at PowerBI and migrating away from SSRS 2016.
We have a need to publish a report, the problem is in our organization we only have 1 report writer, so we are wondering do we need Premium if we wish to publish a report for Anonymous users to access. Since this will be external facing, no internal users will be utilizing this.
I've been researching limitations, but I can't find a concise answer on what can and can't be done with Pro vs. Premium.
Any help would be greatly appreciated so that we can make the right decision, thanks!

according to your specifications I'd say you want to have a look at Power BI Embedded. Power BI Premium is more suited at enterprise level BI, where Embedded is more for ISV's, so externally facing reports.
