I was originally under the impression that mobile view would allow me to provide public viewers with an option to see the report on their phone in a mobile view, but that doesn't seem like the case? Am I wrong about this? Is the only way for someone to view the report in mobile view once it's published to have the Power BI app and be a collaborator?
What I really want is for visitors to our website to be able to select mobile view to see the dashboard better on their phones. I work for a local government, and we're trying to make our data more accessible to the public, who access almost everything on their phones.

Yes, mobile layout feature supported only on mobile app.
But we have a handy tool which helps you workaround this limitation, which you can find below:
