Current power bi not support stored multiple values in one row, you can consider to use CONCATENATE function to combine these value based on separator.
Merged = CALCULATE ( CONCATENATEX ( VALUES ( Table[B] ), [B], "," ), FILTER ( ALL ( Table ), [B] < EARLIER ( Table[A] ) ) )
