I have buttons on my desktop report that navigate to different tabs. When I switch to mobile phone view, i'm not seeting the buttons or have the option to select them. Any suggestions?

Buttons and button navigation actions are supported in mobile layout.
As you said the mobile layout is not supporting overlay visuals so you will need to place the buttons in other area of the canvas.
Please let us know if you are still experiencing issues with the buttons.

Hmm, not positive buttons are supported in mobile although not sure why they wouldn't be. You could check the Issues forum here:
https://community.powerbi.com/t5/Issues/idb-p/Issues
And if it is not there, then you could post it.
If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
Thank you for your reply. It looks like visuals cannot be overlapped on the mobile phone view. On my web view, i have buttons on top of table cells which serve to navigate to different report tabs when you hover over them. With the phone view, looks like I have to set up and display buttons separately.

I showed the previous year and current year (data) visually using the toggle button with the help of a bookmark in desktop view; now I want to show it in the mobile layout. The mobile layout does not support the toggle button, and the selection pane is disabled. I want to show the previous year and current year data in the mobile layout using the toggle button.
Could you please help me out on how to create a toggle?

I check the official document but not found it mention the button navigation available on mobile app. I think power bi mobile team hasn't designed the 'phone layout' version of the 'navigation' button so it only works on report view.
What's new in the mobile apps for Power BI
Perhaps you can submit an idea for this requirement.
