"Update App" Button Not Working for Some Admins in Workspace

We have 2 listed admins in our workspace. I am able to click the update app button and it works as intended. The other admin, clicks the update app button and it just spins 95% of the time. 5% of the time it works as intended. As far as I know it is not a networking issue on the other admin's end.

Not seeing any other posts of this nature. Have tried unpublishing app and republishing with no change to the performance of the update app button.
