I see Create, Access, Settings. But no Publish App, Update App button.
I'm going in via apps and via workspaces and no way to update or publish apps.

From your description, it seems that you are using the preview new workspace, right?
Are you a Member, Contributor or Admin of this workspace? Please try different browses to see if the same issue occurs.
Please share your tenant ID and issued workspace ID with us.

Well, the buttons are back this morning. Yay!
For the record, I am an admin on the workspaces. The workspaces were of both types: new and SharePoint Group. I did try both Edge and Chrome.
