It's by design . When you add the rows, you can see that there is an extra row name in front of the column name, so you can change the column width.
If you do want to change the column width without adding rows, you can vote the idea and comment there

We saw the version information you provided. It belongs to the 2021 version. Power BI Desktop is now updated to February 2023.
We recommend that you download and install the latest version of Power BI Desktop to use it.

As mentioned in the article, the URL filters is not supported when exporting to PDF currently. Also, based on my research, I have found other considerations that URL filters are supported in some embedding scenarios and not in others:
So if you want to use filter to export, maybe you could filter in the report in advance then export to pdf instead of using URL filters.

This is by design. The customer needs to republish if they are editing the model.
Even if you didn't reference the deleted column in the past, your model changed when you deleted the column, so you need to reorder it.
